HEU is dedicated to maintaining an international focus, building relationships with institutions such as the University of California-Berkeley, the University of Sydney, the Far Eastern National University of Russia, the University of Electro-Communications, the world's five major classification societies, the International Atomic Energy Agency and around 100 other famous universities, enterprises and scientific research institutions. HEU implements several high level programs, such as the GOC Scholarship, Nation-building project level Graduate Students. As its internationalization process accelerates, HEU funds an increasing number of teachers to study, teach and cooperate abroad annually. In addition to this, a group of outstanding students is chosen to participate in exchange programs with famous international universities. Universities at home and abroad as well as academic institutions are welcomed to visit and establish cooperative relationships.
